www.modssl.org, that's how to get on the mod_ssl mailing lists.

You'll find it can be done, you just become your own CA, though, there are
recent posts of late that hint at cheapo third party signed certs.  And
yes, the SW does also run on NT, though, not as stable as unix as I've
been seeing.
