One thing that has not been brought up about the NIPC is their outreach
programs. I recently attended a government security conference in
Annapolis. One of the keynote addresses was provided by the FBI through an
Agent assigned to the NIPC Outreach division. A video was shown that
demonstrated the importance/protection they feel the infrastructure
deserves. They consider terrorist threats to the network infrastructure
just as important as other threats and seem to take it more seriously due
our/their inability identify threats prior to attack.
The NIPC is asking for community input in the form of Infragard. Infragard
is a liaison organization to the NIPC made up of people in the
infrastructure security field. They view it as a means to develop
relationships with people such as ourselves. They want to share
information, get our input on the recent trends, and provide a means of
dialog between ourselves. They also produce 'Cybernotes' which is
basically a bugtraq compiled from several sources along with recent
developments in the field. The speaker also stated that there would be
case studies available on incidents they investigate. The case studies
would be generic without any identifying information on particular
companies/entities involved.
In the U.S. you can contact your local FBI field office for information on
Infragard. When I called last week, I was the first person in my area to
do so. It took a couple of days for someone in the local field office to
figure out exactly what I was talking about, but as it turns out the
closest regional field office called the local office a day later than me
and asked if there was any interest in my area. They hope to have their
first meeting in my area this summer.
Whether or not the NIPC Infragard program will turn out to be a worthwhile
organization is up to the FBI and the positive relationships they can

It's been long known that the most successful crime prevention and
investigation programs involve the community at their core. It may be
that we need to start a dialog with the cyber police to build a
strategy for incident handling. We may have to initiate this dialog.
I would not be surprised to find out the groups working on cyber crime
have little to no experience with handling community relations.
