A firewall implements policy, not dictates it. If your policy is that you 
authenticate inbound connections using one-time passwords, you can't 
implement that using MS Proxy. That's part of why it's not seen as a 'real' 
firewall.

If your shop is 90% Microsoft, and your inbound requirements are simple 
(i.e. HTTP  with NT Challenge/response authentication) then MS Proxy isn't 
a bad choice. It's certainly cheaper than the alternative (a 'real' 
firewall) for some users.
