OT: Bandwidth Management

Hi there

I am looking for a bandwidth management solution that can be hardware or
software based (for a FreeBSD platform).

Dummynet is not an really option ....

I also need to find a relatively cost effective solution ... the traffic
shapers from Packeteer and Intel are over $20000 which is far too much.
