I just found the (almost) equivalent to ps -ef on Win 9x.
I was looking at some Win 95 Tips & Tricks web page.

It has a section: "Know Your Computer (MSINFO32)"
Windows 95 comes with a utility called MS-Info that
tells you more about your computer than you'll ever
want to know. It lists detailed information on all
your DLLs, drivers, fonts, memory, hardware and much
more. Just launch the Find utility (Start/Find/Files
or Folders) and search for the executable: MSINFO32.EXE
It works on Win 98, also. Once it is running, expand
"software environment" and click on "Running Tasks". It
will tell you what is running, version, manufacturer,
description, what it is part of, etc.
Also, on the MSINFO32 tool bar, under "TOOLS" is a
"System Configuration Utility" that will let you specify
which services you want to start up. There are MANY more
listed than you will find in the start menu.
