The PIX licensing says that you can only have one of the PIXen "live" in a 
failover setup. Because the failover unit costs much less than the primary 
unit it doesn't include licenses for connections, but when the primary goes 
down the failover "takes over" the primary licensing. If you want to load 
balance PIXen you have to buy multiple primary units.
