Hi! This is happening since you are trying to ping an external IP your packets have to go out of the firewall and then com back to the server. When it goes out of the firewall, the firewall changes the IP of the packets . You see the point is there are many rulesets you must have created so, and it takes time to check thru all of them and mean while one packet already goes thru to the server you are pinging, but by the time the next packets goes out, it has finished checking the rulesets and the firewall also outs its NAT IP address to the packets that are now going out that's why the other exchange server doesn't not reply. hope you understand. if not then try again.
