I wouldn't say nobody is using MS Proxy Server, I'm for one who does. There
are quite of few variables go into a selection process for a firewall, type
of network, size of the network, platform, level of protection desired,
price, etc. For example for a small network of 10-50 nodes where the clients
has an MS platform, no web servers, the Proxy Server might be a viable
alternative to a more expensive albeit somewhat more secure firewalls.
As for Linux not being secure...  No OS is secure by itself, it is the
responsibility of the administrator to make it secure. Regardless if the OS
is Open Source or not.
