a lot of sites give their core infrastructure RFC1918 compliant addresses
for a variety of reasons, filtering at the border among them (rather than
a specific list of addresses to block, you just filter a range, like
192.168/16 to block outside access directly to the device). it's probably
not a misconfigured device.
