i'm sorry, i'm a dumbass. i misinterpreted the question as "how do i keep
someone from telnetting to port 25 or port 110", not "how do i keep them
from logging in."

in solaris, look for /etc/default/login, and set up a sitcheck or related
variable (working from IRIX, but i do believe that SunOS5.7 is similar).
