netstat -a will only tell you which ports are in use on THAT machine
(the machine you run the command on) .
It tells you nothing about another machine, so you'd have to run the
command on the machine you want the info about.
Also, netstat is available on most operating systems (unix, linux,
windows et al) not just windows.
