Did you run your tests with the firewall out of the picture?  Etrade has
had a myriad of problems with bad logins on the brokerage side.  If the
problem occurs with the firewall out of the picture (everything else the
same) then tell the user to log in to etrade and go to any open tab (one
that does not require an upfront login. On the brokerage side, this is
the Markets Tab.   Somewhere on that page should be a login button.  Try
loggin in using that button rather than the welcome screen.
