Well, they might be referring to the MAPS/ORBS open relay database.
The BlackHole list is really just a DNS server that you configure your sendmail relay
to reject mail from dns entries that are found to be in that list.

You should test your relay first before trying to get off the list or they will just 
spank you.
To test, you just telnet FROM the relay box and initiate the test which it sends the 
results
back in that same telnet session. If you fail, you will remain on the ORBS/RSS lists...

Go to sendmail.org, read....you will find info there.
