You could implement QoS on the Cisco, however you'd still have traffic hitting the internal interface at a higher rate- so it would depend on your architecture as to if that would suffice. Otherwise, you may need to also do QoS on the last oubound hop before the firewall. If the Web server is critical and you're at the end of a single link, you really should start making a case to colocate it somewhere with better bandwidth, which would solve your availability problem and add significantly to the reliability of the server.
