Because PPP isn't defined as a unique IP protocol ID, and the
range only has 255 slots? :)
Seriously though, it doesn't have that much of an impact.
If I recall correctly, a GRE header is only something like 16 bytes,
and offers some additional "features" like source routing (aargh)
and channel identifiers that (in theory) let you run several
separate tunnels between the same two IPs, even with different
protocols.
