not so rare as you may think:
svn, cvs, darcs, apt, pbuilder, make...

it seems like many developer tools like to use this subcommand style

recognizing / or ./ as the start for file completion should not be a
problem though. this is not forcing file completion to be always on, but
rather a way to selectively turn them on when needed.
