This wouldn't solve the original issue, but it might be a good idea.
It makes the search mode more explicit, so it could be argued that it
increases the UI modality, which is bad. But on the other hand, maybe
users have a mental model that search is a modal operation and expect
there to be a pretty explicit search mode. It's not hard to change
this.
