Actually, config.fish is ok to touch, that is where you'd put any startup commands you like, though you very rarely have to. Do it for each user of the > system. Yes, that works. What is happening is this: On startup, if fish notices that you don't have a greeting, it assigns you the default one. As you said, to skip the greeting, define the greeting variable to be empty instead of removing it. This is a pretty stupid behavior from fish. The correct way to do it would be to only assign the default value to the greeting _once_, on the first startup of fish. I'll update this.
