Just to add some information for the forum readers that are planning to 
implement an encoder and/or decoder:

There is another case where the pmap is used to indicate presence. Optional 
groups also use a pmap bit. Obviously, in this case the contents of the group 
will appear in the stream if its pmap bit is set (section 10.5.1)
