Rapid Addition offer a free tool to generate the XML files. 

Free FIXatdl editor and FIXatdl vault 

Although this may sound like a product plug it is not. We, Rapid Addition, have 
released a free vault for controlling the distribution of FIXatdl files and a 
free editor for writing the XML files. 

The reason behind free service was that we saw a lot of variability in the 
files we received from brokers, some being plain wrong; others interpreting 
FIXatdl in different ways. This would, of course, lead to users, including 
ourselves, having to support many interpretation and increased costs for the 
industry. 

Only by having consistent interpretation of the specification will be industry 
achieve maximum benefit from this innovation, and we hope that a free FIXatdl 
editor helps achieve this.
