Igor,
I think there may be 2 issues in this logon:
1) tag 9  should be the bytes from the tag 35 to the beginning of tag 10.
Example:
8=FIX.4.2^A9=52^A35=0^A34=827^A49=AMEX^A56=EZX^A52=20101230-09:02:51.811^A10=087^A
2) And I'm not sure about this one, but is there a Ctrl-A after tag 10? Most 
likely issue 1 is causing the other side to keep reading waiting for more 
characters and therefore you get no response.
If you want I could give you a FIX engine on our end to connect to and I could 
look at what exactly you are sending that might explain the lack of response.
