My old mare, Nansy, has a somewhat wavy coat in the winter, especially when she has been rained on very lightly. I was told that this was probably due to her having a thyroid deficiency. Our gelding, Rom, has a wavy forelock, which looks very silly, sometimes---my husband tells him that he has "bad hair".
