I don't think that analogy really works. Having run through a Flex project recently (though I still have a lot to learn in Flex), I actually think Flash is more complex than Flexbuilder when you look at the overall product. That does NOT mean the Flash 8 IDE is necessarily more powerful - Flexbuilder 2 uses Actionscript 3 and can create Movie Clips from code etc. as well as build Web forms and reports - Flexbuilder 2 is extremely powerful, but in my opinion, somewhat easier to code in with mxml - kinda the whole point of mxml. Plus, Photoshop produces graphics. Dreamweaver assembles sites with graphics, code, text, web services, etc. Two different products. Both Flash and import Flex the same types of media and both produce .swf files in the end. Anyway...
