Check out the Pipwerks SCORM API, it's a Javascript and Actionscript kit that 
will make your efforts in Flash and SCORM much easier.

Hi guys,
 
Back from a long spell of hardly any Flash work... 
 
I've been asked to look into developing an e-learning course in flash, which 
needs to be compatible with the SCORM protocol and published on a TotalLMS 
server.  While not exactly a newbie to Flash, this is my first brush with 
SCORM.

have CS4 Design Essentials, which doesn't come with the correct software to 
package, and I can't afford to buy the entire E-Learning suite.  
 
I've looked at Xerte, but it sounds like that requires you to use their 
interface for development (v 3.0 requires the Flex SDK, but I don't develop in 
Flex). What I want to be able to do is develop the whole thing as a single 
Flash movie that loads other movies, xml files, and other assets, but I'm not 
sure if Xerte is the way to go about it, or if there's a simple/good/any 
alternative.
