Yeah a scorm package is a zip file. You'll need to include the manifest file, imsmanifest.xml, that contains the course info. Scorm 2004 has many more files for more metadata that you'll need. Check out scorm.com for info and google a PDF called "in the eye of the scorm" it's a good primer.
