I've been doing it by hand - I pulled a sample 1.2 manifest from a sample
course on SCORM.com and use that. I haven't had any fancy metadata to add
so just getting it to launch has been all I was interested in.

One more thing - If you don't have easy access to the LMS, set up a free
account on SCORM cloud to use to develop your core tracking code. It's a
life saver for me!
