Nope, Flex 1 and Flex 1.5. Flex 1 and Flex 1.5 require a server if you wish to remain legal. While you can easily create SWF's from Flex 1 and Flex 1.5 and run them independently, unless they were served from a server that has Flex 1 or 1.5 installed, that's illegal.
