The API is under development and it requires authentication.  I looked
into it and it's pretty simple:

http://del.icio.us/api/posts/get?tag=humor

...returns an XML object like this:

<posts dt="2006-05-03" tag="humor" user="">
<post href="" description="" hash="" others="2" tag="humor"
time="2006-05-03T15:14:14Z"/>
</posts>

Pretty easy to consume with Flash, but I'm not sure how to 1)
authenticate and 2) prevent being banned because of having a weird
user-agent.
