Funny, that's essentially the same thing I was doing on this project - the Panel was defined in XML, and a Panel class I wrote rendered it in the player. It just took a whole lot longer than it would have if I could have done it in Flex. In Flex, you skip the class writing and go straight to the XML. You just miss out on some of the added customization you get with Flash/Actionscript rendering.
