Yup - it's a bug:

Symbol fonts like Wingdings and Webdings cannot be used as System fonts
in Flash.  You have to embed it (or, change it to a "normal" font with a
font editing tool, but that cancells out the whole point of it being a
system font! :) ) 

Thanks for the help everyone... guess I will have to workaround this.
