If you have Adobe Creative Suite CS2, you could set up an automation script in 
Illustrator to convert them all using LiveTrace and exporting them as a SWF. 

If you only have flash, there might be a way to write a JSFL script that will 
convert them automatically.  May not be any faster, but at least you could walk 
away while its working.

Just as a side note, if you are converting them to vector format to make the 
size of the swfs smaller, play around with your color thresholds and minimum 
pixal areas to make sure quality vs size is acceptable.  I've found on some 
very detailed drawings, the vector actually uses more memory and slows the 
frame rate down if it has to move.  Although, runtime bitmap cache can help 
that.

A new project I'm working on requires LOTS of high quality cartoon like 
illustrations (think Sin City)and i'd like to convert all of the bitmaps to 
high quality flash vector format.

Whats the easiest (re:quickest) way to do this?

Manually using autotrace in flash would be much too slow!
