I would strongly urge you to include any content files that are required to be included in the manifest. Technically, you may be able to get away with not including the FLVs in the manifest, but that is no guarantee that any given LMS will be okay with it. Also, from my point of view, I often view the manifest file as the "inventory" of required files for delivering a SCORM-compliant course. If it isn't in the manifest then I should need the file to properly run the course.
