u can install an "emulator" on windows that acts as a server,,, something like IIS but for PHP.... There is a wonderful tool i am using to test php and mysql offline here http://www.uniformserver.com/

They are setting up a new server just for their new site, and since they are not familiar with PHP or MySQL (which is what we develop with) they are asking us to install them.
