I ran into the same problem, it happens because of the rescaling of the line width. As far as I know flash doesn't maintain the line you are resizing at its set numerical value. See, you are really rescaling the whole movieClip, in your case I think you said it was a rectangle. What I ended up doing to fix the problem, was adjusting my frame sizes. eg. you might need a graphic (on Stage) sizing on the 9 px lined frame and then load it to the image. I would be interested if you hear of a scaling solution. I will keep my eyes posted. (pun intended).
