Did you make the SWFs?
Do you have the original imagery?

If so, I would look into Photoshop actions and a batch automation to
re-compress the original images, then you will have to just re-import them into the FLAs. As long as they are still the same dimensions and all your changing is the resolution, they will not change the layout and import with just a smaller file size.
You can also mess with the lossy in the images prefs.
But, the combo of creating an action once of the compression mixed with batch automation on a folder of images should prove itself a time saver. But you will still have to explain to the client that it will be a labor intensive update.

If you do not have the original imagery, I would export all the images into a folder or folders related to the SWFs then do the above. I don't know of any tool that would just do this for you all-in-one, but would love to know if there is one too.
