An updated diff that works on 3.13AX (originally against 3.13AH) is attached. I 
still believe that this should be Fldigi's default behavior, as it doesn't 
break modern rigs and I'm sure the FT-736 and FT-757GX aren't the only rigs in 
existance with "one-way" CAT control.
