I'm seeing this too.

It looks like Fldigi does not remember where you had the waterfall 
scrolled to after a restart.

If you have it on x2 and set the left side where you want it, it scrolls 
to center the waterfall again and cuts off the left side where you ahd 
it on a restart.

I'd like to see it remember where you were.
