Absolutely.  This is the initial display when there is no CAT control of any kind.  The "Enter Xcvr Freq" title would change to indicate the type of control and name of transceiver, just as it does now.  I guess a radio frequency of 0 Hz is what you get on a landline connection (at least from the users perspective).
