Intermittent frequency shifts in Olivia / Contestia have been
discussed before, however the following appears to be different and
(so far in my experience) repeatable in both 3.21.0AP and 3.20.30.

It is not an artifact of the waterfall processing: the errors have
been confirmed to me by a receiving station using different software,
and I have also checked the transmitted signal with a spectrum analyser.

The transmitted spectrum of an Olivia / Contestia signal is shifted LF
relative to the tuned frequency and pilot tones by half of the tone
spacing. This happens in all sub-modes. It is barely visible in 16/500
and the other popular sub-modes, but is significant in 8-tone and
glaringly obvious in 2 and 4 tone sub-modes. The pilot tones are in
the right place.

This appears to be a recent development, as I have used 2-tone and
4-tone Olivia in the past without noticing this.
