In general, you need to be a Apache committer to be a moderator (and I
don't think you are one?)

Brent remember what Dave just said, being a committer is not all about
code it's doing things to grow the community as well. I'm sure the
PPMC members will be looking for people that are doing just that to
elect as committers in the future.
