Everyone is waiting for JIRA and SVN. Is that completely necessary?

SVN without the history is already available in the whiteboard. Certainly the 
project can start work, if changes are made to svn then it will be easy to take 
the diffs.

The build instructions[1] can be used to create instructions for the website. 
Build scripts can be written and shared.

Individuals can save patches to non-contributed components in their whiteboard 
until the components are donated or alternatives developed.

Just some thoughts. Around Apache there is a JFDI attitude.
