I understand all those priorities but can anyone change the priority of a bug?  
I would have marked it major, at least for a RTL app, if what is said in the 
bug is in fact the case, but as you noted it could just as well be minor.

Cosmetic problem like misspelt words or misaligned text.

 I's guess it would be major or perhaps minor depending on your point of view.
