Adobe has publicly stated that they will continue to make a version of Flash Builder for the coming future. It is very easy to infer that they will continue to charge for the IDE, as they have in the past. It won't be Flex specific -- rather it will be targeted towards ActionScript developers (it will still support Flex, however).
