My problem was that the path way did not seem to work on my machine. However the real problem was that I launched the maven build from within eclipse and apparently something was wrong with my launcher settings in eclipse because the environment variables did not get populated when maven forked my flash player.
When I ran the maven build inside my terminal my build was successful. Then I tried adding the PATH variable manually in my eclipse maven launcher settings and this also worked. So here I am posting the real root cause and potential fix for my problem. Hoping that someone else will find this helpful.
