You are right that hosting textLayout.swc under the correct version solves the problem. But you wrote that the stuff in the flex bundle has always the same version. The solution I thought of was that flex-mojos could support individual version and urls for each RSL. That's how the Flex compiler can be configured. Anyway, we will host textLayout.swc now locally.
