As it is right know flexmojos doesn't build just resources project, you would have a main application for the project.... Anyway, whatever localized dependency you declare must be available for all locales. If you don't need datavisualization .rb.swc (for instance) don't declare it. But if your project uses datavisualization makes no sense to which to not include it.
