We have 4.5.1.21328 and RC-1 building swf and air projects. I believe we set the the swf version to 11 and the player version to 10.2.0 to get it to work.
If that doesn't work do a -X -e and make sure that none of the dependencies you have sneak in an older version of the framework or playerglobal. Sometimes it can sneak by.
