Yes, it fails to connect. I don't think RDS is running, cuz nothing shows up and I can't telnet to port 8500. But I don't know why RDS isn't running. There is a similar thread in discussion on cf-talk now. I used "netstat /a" to see what was running and there's no sign of anything listening to port 8500.
