Doesn't have to be in the same location, just needs the same schtuff in it.
eg, I had local dev pointing to c:/foo/ssl-services-config.xml.  Compiled
the swf, copied to server, no issue and server had c:/jrun4\....\services-
config.xml.  In my case, had special SSL settings.
