I'm with Douglas on this one.  My LOCAL services-config.xml for
developing my flex apps locally is in
C:\CFusionMX7\wwwroot\WEB-INF\flex\services-config.xml

On my production server, it is
\\SAURON\C$\Jrun4\servers\ads1\cfusion.ear\cfusion.war\WEB-INF\flex\services-config.xml

The content of those files is also different because the production
version forces SSL...

So I have to recompile my flex apps before copying them over to
production.  Pain in the ass.
